This is the plan submitted by State and City Planning of Singapore for Nanchong's Wenfeng district.

南充是川东北地区和嘉陵江中游重要的中心城市，这里城市历史悠久、风景旅游资源丰富，矿产资源丰富，南充化学工业园是南充市依托丰富的天然气和岩盐资源，加快资源性产业开发的重要载体。其中本次规划范围位于南充化学工业园北区的文峰镇境内，距市中心7公里，规划面积20平方公里，未来这里将打造成为立足南充，引领川东北的集行政商务、科技研发、文化创意、国际教育、度假休闲等复合功能于一体的复合新城。
规划设计从地形环境和地域文化着手，充分利用文峰原生态的自然地山水格局，打造“山、城、水”的格局；自然山水通过绿带、水系在城市中渗透交融，把教育区、创意区、运动休闲区、居住区、中心区交织成一个生态网络。空间形态上通过高低错落、视线控制、与自然山水相互呼应。
