A summary (unfinished) of essay "Situations and Tasks of development of China's Low-carb Eco-City"
Characteristics:
1. The transformation of China's urban development is simultaneous with (nation-wide) industrialization, which is in contrast that in many Western countries, (their transformation of urban development confronts issues that are products of post-industrialization
2. China's low-carbon eco-ciy development is occurring during the peak of urbanization, which means:
1) High level of plasticity; we need new models to build eco-city
2) These new models can be actualized with low-cost, in comparison with countries in Europe, America, etc.
3) No more pan-cake alike expansion, we must adopt the mode of “跳跃式有机疏散”
(“leapfrog/saltatory organic decentralization”??)
4) to build more satellite cities to distribute population, and all these satellite cities should be built according to the developmental model for low-carbon eco-cities
5) 200 new cities that have estimated 200,000 population
3. The primordial idea of eco-system in embedded in conventional Chinese philosophy/concepts are beneficial to the construction of low-carbon eco-cities
4. The existing forms of urban development (园林城市(garden city), 山水城市(landscape city), 历史文化名城(city of cultural and historical interest) have set foundations for their further development into low-carbon eco-cities
5. The complexity of topography and the vastness of territory determines the versatility of applicable modes of low-carbon eco-cities

7. innovative urban development strategies can further cross-national/global collaborations
8. Helps achieve social harmony, reflects social justice (new policies that prevent segregation by class/economical status)
Existing policies
1. 鼓励可再生能源建筑应用,直接对用户进行补贴
encourage the application of renewable-energy buildings, subsidies directly given to users
2. 50-80 million distributed to each “可再生能源示范城市”(sample cities which high level of renewable-energy resources)
3. 推行大型公共建筑节能改造与监测
(to renovate and monitor large public buildings in order to reduce their energy consumptions)
4. encourage the development of “green buildings” (direct government subsidies for each project)
5. 绿色建筑规模推广补助 Subsidies to encourage larger-scale green buildings (50,million funds for each city that has more than 3 million square-meters of green buildings)
