Smart City ambition

It’s a new-type city defined and encouraged in China’s New Urbanization Plan 2014-2020 (NUP), meeting the need to develop digitalization in China.
To promote the application of Internet of Things (IoT) technology and the development of information infrastructure systems to areas such as transportation and utilities, MoHurd released “Management Measures” and “Standardization” to enlist eligible cities in China's Smart City Pilot Program.
Now 202+194(still in process) cities are in the program.

HOW?
Cities apply for “smart cities” , and they are evaluated on a yearly basis.
2014’s list is still to be released. Mahong of MoHurd said that the standardization is the basis for all smart cities.

Involved Departments:
This effort is led by MoHurd, and supported by other departments such as the National Development and Reform Commission (NDRC), Ministry of Industry and Information Technology (MIIT), Ministry of Science and Technology (MOST). The jointly released their "Notice Regarding the Development of National Next Generation Internet Model Cities Construction" (NDRC High-tech [2013] No. 1884) to promote the development of next generation Internet technology applications to smart cities development.

Qualifications:
1, Smart Design Plan available
2, Included in the local 5-year-plan
3, Financial Support available (e.g. included in the governmental budget)
4, Live up to the “Standardization” (detailed in the attached)

Targets:
到2020年,建成一批特色鲜明的智慧城市,聚集和辐射带动作用大幅增强,综合竞争优势明显提高,在保障和改善民生服务、创新社会管理、维护网络安全等方面取得显著成效。
Develop a series of distinctive smart cities by 2020, contributing to improve people’s lives, innovate social governance and safeguard network security.
Facilitating public service/management: all the related information will be updated and managed through cloud-server;

Make the footstep of urban governance traceable in detail: create database of population, transportation, emergency control, market regulation, speculation and inspection, etc.,

Make the city livable: Digitalize pollutant emersion monitor, such as air (PM2.5), noise.

Intellectual infrastructure: Digitalize the operation of next-generation info. Infrastructure based on smart control, and digitalized service.

Network Security: Safeguard our mainframe.

Modernized Service Industry: logistic, tourist, entertainment, family service, old care, and community service…

Comprehensively designed through the government.
城市人民政府要从城市发展的战略全局出发研究制定智慧城市建设方案。
Technological Support:
Internet of Things (IoT); Cloud computing and big data; and Information technology congregation
Financing:
Local government bond- could be partially used to construct smart cities; Market-forces- franchise, purchase of services, encouraging market entities to participate in the construction; eligible companies could finance through issuing corporate bonds. PUBLIC Institutions are encouraged to invest to make the city smarter.
Relative Events:
On July 25th, 2014, the"2013 China Informatization Technology Development Report Meeting" is host to discuss smart city construction plans, pilot programs, and information technology policies.

MIIT Vice Minister Yang Xueshan stressed in his keynote the importance of technological competence building in areas such as cloud computing, big data and smart cities. Such competence building would deepen China's state of informatization and progress towards innovation and the construction of smart cities, Yang said.
